Here’s how: When a new guest arrives, the person in room 1 moves to room 2, the person in room 2 moves to room 3, and so on, everyone just shifts to the next room. That way, room 1 becomes free for the new guest!
Even cooler: if a bus with infinite people arrives, the manager can still fit them all in! Everyone just moves to the room number that’s twice as big as their current one, so room 1 goes to room 2, room 2 goes to room 4, and so on. That leaves all the odd-numbered rooms free for the new guests!
